Quality Mitigation
Since June 2005, ECS has been assisting the Port of
Los Angeles (as a subcontractor to Parsons and CTL Environmental Services) with
research on air quality mitigation measures for diesel-powered construction equipment
and truck emissions. Emission reductions from heavy-duty trucks is one of the
64 measures outlined in the Port's "No Net Increase" policy.

As part of this task, ECS conducted an exhaustive
literature search of all available diesel emission reduction technologies.
Types of technologies evaluated included emulsified diesel fuel, ultra
low sulfur diesel fuel, biodiesel, active and passive particulate matter
traps and diesel oxidation catalysts. The research will be used to draft
requirements for construction contractors working for the Port of Los
Angeles . A technical report was prepared which included a consolidated
list of all technologies (particularly those verified by CARB and the
EPA for specific emission reduction levels) and their associated costs
and emission reductions.
ECS arranged a technical conference for all key Port stakeholders to disseminate
this information.
